Postdoctoral Fellowship in Forensic Psychology

Lubbock Regional Mental Health Mental Retardation (MHMR) Center, in collaboration with Texas Tech University (TTU), offers two postdoctoral fellowship positions in forensic psychology. This postdoctoral fellowship was developed in 2008 and was designed to meet the criteria of a forensic fellowship as defined by the American Board of Professional Psychology (ABPP). It is expected this fellowship will allow fellows to apply for the waiver of the five years of experience required for board certification, expediting the process to board certification. The postdoc year runs from September 1 to August 31. Lubbock Regional MHMR contracts with Lubbock County and four surrounding counties to provide pretrial evaluations of criminal defendants (i.e., evaluations of competency to stand trial and mental state at the time of the alleged offense). Additionally, competency restoration services are provided on both an inpatient and outpatient basis. Inpatient competency restoration treatment is provided at the Center’s 30-bed acute psychiatric stabilization unit, known as Sunrise Canyon Hospital, or on the Special Needs Unit of the state-of-the-art Lubbock County Detention Center (LCDC), which opened in 2010. Fellows also receive training in and provide: psycholegal research, expert testimony, and supervision of doctoral practicum students from the APA-accredited doctoral programs in clinical and counseling psychology at TTU. In addition, fellows attend law courses related to forensic psychology at the TTU School of Law, as well as continuing education trainings provided by the Lubbock Special Needs Defenders’ Office. Fellows also work closely with local attorneys and judges in maintaining a mental health case docket and developing a Mental Health Court. Fellows will receive an Adjunct Faculty appointment in the Department of Psychology at TTU and may have an opportunity to teach Forensic Psychology (senior-level undergraduate course). Monthly didactic seminars are provided, focusing on topics of interest within forensic psychology (e.g., criminal competencies, mental state at the time of the alleged offense, Mens Rea, expert testimony, malingering, developing a private practice). These seminars integrate relevant case law and will prepare interested fellows for board certification in forensic psychology through the ABPP.

Upon completion of the training year, fellows will be well prepared for future careers as forensic psychologists and will be equipped with a thorough knowledge of best practices within forensic psychology, relevant case law, and forensic report writing.

Supervision

Robert (Bob) Morgan, Ph.D. serves as director of training and forensic services, and provides direct clinical supervision to the fellows. Fellows are also supervised by Philip (Phil) J. Davis, Ph.D., a private practitioner with 30 years of experience in forensic psychology. Fellows are provided a minimum of 2 hour of face-to-face supervision weekly. Monthly, fellows participate in group supervision. Additionally, fellows receive live supervision of their forensic evaluations.

Opportunities may also be available for fellows to conduct forensic evaluations (e.g., violence risk assessment, mitigation, diagnostic evaluations, sex offender risk assessment, adjudicative competencies, mental state at the time of the alleged offense, evaluation of juvenile offenders) in conjunction with the private practices of Drs. Morgan and Davis.

Training Activities/Seminars

Postdoctoral fellows will participate in a monthly didactic seminar, focusing on a specific topic within forensic psychology. Drs. Morgan and Davis lead and facilitate these discussion-based seminars. The current year’s didactic schedule can be accessed here (link).

Postdoctoral fellows will have the opportunity to participate in mock testimony exercises regarding cases they completed during their fellowship year. Historically, local attorneys and professors of law at TTU have participated in these exercises, allowing for the postdoctoral fellow to receive feedback from both legal and mental health experts. These exercises occur in the courtroom at the TTU School of Law to simulate actual trial experiences.

Fellows audit courses offered through the TTU School of Law during the fall and spring semesters. Fellows are encouraged to participate in class discussion and have made presentations to law students and professors regarding the role of psychologists in providing expert testimony to Courts. Courses audited by fellows have included Criminal Law, Capital Punishment Seminar, and a course discussing the introduction of scientific evidence.

Opportunities are frequently available for fellows to attend continuing education trainings offered through the Department of Psychology and School of Law at TTU, as well as through the Lubbock Special Needs Defenders’ Office. These trainings typically focus on relevant mental health and/or legal topics.

Fellows are encouraged to attend a forensic conference of their choosing during the fellowship year.

Stipend and Benefits

Fellows receive a stipend of $36,000 for the training year, and receive health insurance benefits and leave time from Lubbock Regional MHMR. Additionally, a $1,000 travel stipend is available for training or conference attendance. Fellows are also provided fuel reimbursement for all work related travel (e.g., travel from the Center to the LCDC and law school).

Application Procedures

Applicants must have a doctoral degree in clinical or counseling psychology from an APA-accredited graduate program. Applicants must also have completed an APA-accredited pre-doctoral internship prior to the beginning of the fellowship year. Previous experience in forensic evaluation is preferred. This position is an unclassified 12-month appointment, and requires successful completion of a drug screen and criminal background check.
