What is mental
Mental illness is a medical disease that may
disrupt a person’s thinking, feelings, moods and ability to relate to
others. These symptoms can be controlled through strategies which may
include rehabilitative services and medical treatments.
How do you know if a

A child would meet the “priority population”
definition if he or she:
- Is under the age of 18
- Is diagnosed with a mental illness
- Has severe emotional, behavioral and/or mental

The following factors would also indicate eligibility
within “priority population” guidelines:
- Risk of disruption of preferred living or child
care environment due to symptoms
- Enrolled in a school system’s special education
program because of a serious emotional disturbance
The level of services received depends upon the child’s
