| Protocol Public Comment Policy: The Board of Trustees provides any citizen or citizen groups an opportunity to appear before the Board of Trustees to make written or spoken comment on a specific matter or issue. This policy applies to all regularly scheduled Board of Trustees meetings. The following guidelines apply to this policy: - An item entitled “Public Comment” shall be included on the agenda of each regularly scheduled Board of Trustees meeting. A total of fifteen (15) minutes shall be allotted for this agenda item unless otherwise waived by a majority of the Board of Trustees.
- A citizen wishing to make a public comment during this agenda item shall complete a “Public Comment Registration Form” (See Attached) prior to the beginning of the meeting and submit it to the Director of Governmental Affairs. The forms are available on the sign in table prior to each meeting or through the Offices of the Chief Administrative Officer and the Director of Governmental Affairs. Registration for public comment is available until the meeting is called to order by the board chair.
- Presentations or comments will be limited to three (3) minutes for each citizen or citizen group. The speaker will be signaled when the allotted three (3) minutes has expired.
- Comment will be heard in the order in which they are registered until such time as the allotted comment period has expired.
- Those registered, but not heard due to time constraints, will be given priority placement on the next Board of Trustee meeting agenda (public Comment section.
- The Board Chairperson will announce the names and topic area of each person providing public comment.
- Comments and/or discussions about Board of Trustee members, employees or specific contractors will not be permitted.
- Board members do not enter into any discussion regarding public comment.
- Any deliberation of or decision about the issue presented by the citizen will be limited to a proposal to place the issue on the agenda for a subsequent meeting.
- Citizens or citizen groups may not make motions during a Board of Trustees meeting.
- Citizens or citizens groups may address the Board of Trustees during meetings only as outlined above. Spontaneous comments and /or discussions during the meeting will not be permitted.
- Public Comment Protocol is available on the sign-in table prior to each regularly scheduled Board of Trustees meeting of through the offices of the Chief Administrative Officer or the Director of Governmental Affairs.
